Cirilo R. Manego III, J.D., is an accomplished communications and policy expert with a distinguished career dedicated to advocacy, strategic communications, and innovative leadership. Currently, he serves as the Vice President of External Affairs at EOP Inc., where he spearheads business development initiatives targeting federal government agencies, securing lucrative contracts and partnerships that have significantly increased client visibility and adoption within government sectors. His efforts in advocacy and outreach have highlighted the societal benefits of client offerings, driving both environmental justice and business development within federal agencies.
Cirilo is the Co-founder and Chief Innovation Officer at Black With No Chaser, where he has overseen the growth of a digital footprint reaching 20-26 million people per month. Under his leadership, audience engagement and revenue have surged by 140%. He has established robust partnerships with organizations like Participant Media and the Hip Hop Caucus, amplifying social justice issues and providing essential resources to small Black business owners. His strategic communications during the Parchman Penitentiary protest led to significant changes, including the closure of Unit 29 for inhumane conditions.
Cirilo’s extensive experience includes serving as the Director of Communications for the Mayor’s Office of Baltimore, where he directed comprehensive communication strategies and managed a team of over 100 public information officers. He has also held significant roles at The Hub Project, Health Care Voter, and the Drive for Our Lives Bus Tour, where he led national campaigns and engagement efforts that mobilized communities and influenced policy.
A proud native of New Orleans, LA, Cirilo is a graduate of Florida A&M University and holds a Juris Doctorate from Mississippi College School of Law. His academic and professional achievements have been recognized widely, including his honor on Quintessential Gentleman’s Power List of 2021 and being named to Florida A&M University’s “40 Under 40.” He uses his voice as a political pundit, and his insights have been featured across multiple platforms including CreativeMornings / DC, Spotify, HuffPost, and many more.
Cirilo’s journey in politics began with an externship at the House Committee on Homeland Security, followed by a fellowship at the National Urban League’s Washington Bureau. His commitment to equity and cultural competence in progressive spaces is evident through his advocacy and leadership roles.
