Amber A. Hewitt

Dr. Amber A. Hewitt is a public policy executive and psychologist whose career has centered on advancing racial equity, health equity and systems change. She serves as Director of the Mayor’s Office of Racial Equity and Chief Equity Officer for the District of Columbia, where she leads racial equity strategy across more than 80 government agencies and a workforce of 36,000. As the inaugural leader of the office, Hewitt advises executive leadership and works across government to embed equity into policies, programs, budgets, data, workforce practices and decision-making.

Under Hewitt’s leadership, the District established its first Racial Equity Action Plan, creating a governmentwide framework for advancing and measuring progress toward racial equity, and launched a racial equity dashboard to strengthen transparency and accountability. Her office has partnered directly with 29 agencies on implementation and developed the District’s first governmentwide racial equity training. She has also championed equitable budgeting, disaggregated data analysis and meaningful community engagement—helping shift racial equity from a collection of individual initiatives to an integrated approach to how government makes decisions, allocates resources and serves residents.

Hewitt’s career spans government, national advocacy, academia and health policy. She previously served as Director of Health Equity at Families USA and as a Congressional Fellow in the office of U.S. Senator Cory Booker, where her portfolio included health policy and bipartisan sickle cell legislation. A counseling psychologist by training, Hewitt earned her PhD from Loyola University Chicago and has held national leadership roles within the American Psychological Association. Across sectors, her work reflects a commitment to using policy, data and institutional change to expand opportunity and improve the health and quality of life of communities.
