Bryan Efraín Concepción is an attorney with the Office of General Counsel for the U.S. Department of Housing & Urban Development (HUD). He provides legal counsel for Ginnie Mae, a federal corporation that links the U.S. housing market to global capital markets, ensuring sustainability, affordability, and liquidity for federal housing programs. His practice areas include litigation, real estate, bankruptcy, and structured finance. Notably, he provided legal counsel for the creation of a securities pool, stabilizing the mortgage finance industry during the COVID-19 pandemic.
Recently, Bryan was a U.S. Presidential Management Council fellow with the Environmental Protection Agency, leading trainings on appropriation law and drafting reports to Congress. He has over 10 years of federal service handling legal matters for the Social Security Administration, Department of Health and Human Services, and Equal Employment Opportunity Commission. He is also a professor at Virginia Commonwealth University and Trinity Washington University.
Additionally, Bryan remains engaged with several legal organizations. He is a Board Member for the Washington Bar Association (WBA) and the Washington Council of Lawyers as well as the immediate past Region XII Deputy Director for the National Bar Association (NBA).
Bryan’s contributions to the legal profession has received award recognition. In 2024, he received the HUD Coin of Excellence Award and the WBA Excellence in Committee Leadership Award. He is a recipient of the 2025 NBA’s Centennial Top 40 Under 40: Nation’s Best Advocates Award and the NBA’s Excellence in Service Award, which is given to one of the top 5 attorneys in the country.
Bryan holds a Bachelors of Science from Virginia Commonwealth University and a Juris Doctor from Michigan State University College of Law. He is a Brooklyn, N.Y. native, member of Phi Beta Sigma Fraternity, Inc., and member Reid Temple A.M.E. Church in Maryland.
