Joe Hill is a seasoned public affairs strategist and community leader whose career has bridged education, government, and advocacy. He currently serves as a Managing Director at Cozen O’Connor Public Strategies, the government and public affairs affiliate of the Philadelphia-based Am Law 100 firm. In this role, he represents corporations and nonprofits before local, state, and federal governments, offering strategic counsel on policy, advocacy, and political engagement.
Hill’s path to public affairs began in the classroom, where he launched his career as a middle school teacher with Teach for America. He later went on to hold senior roles with Governor Tom Wolf, U.S. Senator Bob Casey, Jr., and Philadelphia Mayor Jim Kenney, gaining deep experience in policy, politics, and coalition building. His expertise in navigating government transitions led him to serve on the transition teams for both Governor Josh Shapiro and Mayor Cherelle Parker.
Beyond his professional practice, Hill is a committed civic leader. He is the co-founder of Black Leadership Pennsylvania, a statewide coalition dedicated to building Black political power. He also contributes his leadership to the boards of the Pennsylvania Convention Center and Mural Arts Philadelphia, advancing the cultural and economic vitality of his home city.
A proud graduate of Georgetown University, Hill was born and raised in Philadelphia, where he continues to live and invest in the community. His career reflects a commitment to equity, opportunity, and empowering the next generation of civic and political leaders.
