Julius Halstead

Julius Halstead, Esq. currently serves as a Trial Attorney in the National Courts Section of the U.S. Department of Justice’s Civil Division. In this role, he litigates an array of cases involving government contracting, federal sector personnel law, and trade disputes in various federal trial and appellate courts.

After earning his Juris Doctor from Northeastern University School of Law in 2019, Julius began his legal career as an Associate at the law firm of Goulston & Storrs PC in Boston, MA. Over the course of approximately four years in private practice, his work consisted of representing and advising clients in real estate, commercial, and employment disputes. He also maintained an active pro bono practice, which included the defense of individual tenants in eviction cases, and civil rights work. For his contributions, he was recognized as an awardee of the Volunteer Lawyers Project’s 2024 Denis Maguire Pro Bono Award.
In the intermediate time, Julius also served as a judicial law clerk to the Honorable Benita Y. Pearson of the United States District Court for the Northern District of Ohio for one year before returning to private practice.

Immediately prior to his current role, Julius served as an Attorney in the U.S. Department of Housing and Urban Development’s Personnel Law Division where he handled cases before various administrative fora, to include the U.S. Equal Employment Opportunity Commission and U.S. Merit Systems Protection Board, and advised management officials on various day-to-day employment issues. He also volunteers with both the DC Bar Pro Bono Center and the Washington Lawyers’ Committee, and is a member of the Washington Bar Association and Washington Council of Lawyers.

Julius earned two bachelor’s degrees from The Pennsylvania State University and, in 2022, was awarded the Outstanding Young Alumni award by the the College of Liberal Arts.
