Patrick Celestine is a licensed attorney, registered lobbyist, and insurance industry professional. He serves as Lead Federal Affairs and Regulatory Counsel in The Allstate Corporation’s Law and Regulation Division, where he advances the company’s federal advocacy and regulatory strategy.
Originally from Louisiana, Patrick moved to Washington, D.C. in 2018 to pursue a career in law and public policy. He leads Allstate’s Democratic lobbying efforts, strengthens the company’s presence on Capitol Hill, and is known for delivering strategic political and policy counsel. Patrick serves as a key liaison to Congress, engaging with the Congressional Black Caucus, Congressional Hispanic Caucus, Equality Caucus, and Democratic leadership. He also manages engagement with trade associations such as the U.S. Chamber of Commerce and drives advocacy on issues including data privacy, consumer protection, tax policy, and diversity and equity.
His prior experience spans litigation, regulatory law, and federal advocacy. Patrick earned degrees in Criminal Justice and Sociology from Southeastern Louisiana University, a Master of Public Administration from Southern University, and a Juris Doctor from the Southern University Law Center (SULC). He has also served as an Adjunct Professor of Advanced Legal Writing, a Bar Writing Fellow, and a mentor to SULC graduates. In recognition of his achievements and service, he was named a 2023 Distinguished Alumni of SULC. He is also a proud member of Kappa Alpha Psi Fraternity, Inc.
