Serena Agaba Rwejuna

Serena Agaba Rwejuna is a business and legal strategist with more than fifteen years of experience
functioning as embedded legal and business leadership for clients across energy, infrastructure, and other highly regulated industries. She has advised on more than US$50B in transactions, including a US$12B acquisition of a power portfolio and a US$3.5B electric transmission joint venture.

Serena most recently served as Partner and Head of the Energy Markets & Regulatory practice at White & Case LLP, where she also served as Co-Head of the firm’s Global Green Policy, Regulation and Incentives strategic specialty area. In those roles, she advised clients on their most complex regulatory, commercial, and transactional challenges, sitting at the table where business strategy and legal risk intersect. She served as principal strategic advisor to Fortune 500 Boards of Directors and C-suite executives on multibillion-dollar capital programs, corporate governance, and enterprise risk, including regular Board-level interactions and presentations.

Her background is formally multidisciplinary, a combination she brings to risk management, cross-border transactions, finance, complex commercial arrangements, and governance and sustainability strategy. Practice leadership also gave her direct accountability for building and managing talent, leading cross-functional, multi-regional teams while building a multimillion-dollar book of business and realizing client cost savings through innovative staffing and AI-driven efficiency. Serena currently serves on the Board of Advisors for the Duke University Nicholas Institute for Energy, Environment and Sustainability, where she serves as a strategic advisor to one of the nation’s leading university-based energy and environmental policy research institutes, engaging with policymakers, senior energy sector executives, businesses, and the next generation of energy leaders on consequential energy, infrastructure, and sustainability policy questions.

Serena is also a Guest Lecturer at her alma mater, Duke University School of Law, for a course she helps design each year, Lawyers as Leaders and Team Members. Serena also remains active in her community through advisory programming she launched with a local chamber of commerce to help scaling entrepreneurs protect and grow their businesses, soon being rolled out to additional chambers. Her honors include repeated Chambers Global and Chambers USA recognitions in Nationwide Energy: Electricity, Regulatory and Litigation; being named Energy, Natural Resources & Mining Lawyer of the Year at Euromoney’s Women in Business Law Awards Americas (2023); and being named by Oil and Gas Investor and Hart Energy as one of their 2024 Influential Women in Energy.

Her areas of specialty include regulatory strategy, energy transition, project finance, M&A, public policy, corporate governance and ESG, investigations and enforcement, and data centers. Serena holds a Juris Doctor from Duke University School of Law, a Master of Science in Management from Wake Forest University School of Business, a Graduate Certificate in Politics and Public Policy from the University of Massachusetts Boston McCormack Graduate School of Policy and Global Studies, and a Bachelor of Arts in Psychology, cum laude, from Wake Forest University. A native North Carolinian, Serena now resides in Washington, DC and regularly travels the globe presenting to panels of all ages and experience levels on energy, finance, leadership, and talent development.
