William Carter

With an over 30-year career in government, advocacy and public relations William Carter has combined his legal background, in-depth knowledge of complex local, State and Federal policy issues, multitude of strategic relationships and demonstrated ability to convene government officials and private industry stakeholders to tackle complex issues and achieve valuable outcomes for those he represents, and the greater community.

William serves as Vice President of Government and External Affairs for Jefferson Health, SE Pennsylvania’s largest health system. In this role he leads Jefferson’s legislative and policy advocacy efforts in Philadelphia, the Pennsylvania General Assembly and Washington DC.

Previously, William served as Vice President of Local Advocacy and Engagement for the Chamber of Commerce for Greater Philadelphia. As the business community’s chief liaison to City Hall and local elected officials he’s led award-winning legislative and communications campaigns that have consistently moved the needle for businesses in the Philadelphia region.

Prior to working at the Chamber, William served as Chief Operating Officer for Philadelphia City Council where he was responsible for cultivating strategic relationships with external partners including administrative departments, State and Federal legislative offices, business associations, educational institutions, community groups and nonprofits. He also led the modernization of Council’s technical staff, information technology systems, public television, and digital and social media assets, including the body’s current website.

William holds a Juris Doctorate degree from Temple University, Beasly School of Law and earned his Bachelor of Arts degree in political science from Hampton University . He currently lives with his wife, Naomi and daughters, Eva and Gabrielle in the Point Breeze section of Philadelphia.
